FERNDALE, Wash. — Whatcom County Sheriff’s Office issued a statement about 4:30pm today, Monday, July 28, 2025, regarding a shooting incident this morning that sent a Lummi Nation Police Department officer to the hospital.
26-year-old Javier Pena Flores, a Whatcom County resident, was arrested on suspicion of attempted murder. Pena Flores allegedly fired multiple shots at the officer, who suffered several injuries. The officer received immediate emergency medical care and has since undergone surgery.
“This morning a Lummi Police Officer was just doing his job, serving his community, when he was shot,” said Whatcom County Sheriff Donnell “Tank” Tanksley. “We are so grateful to our tribal, law enforcement and community partners for their assistance in locating and taking the suspect into custody.”
The shooting prompted activation of LEMART – Whatcom County’s Law Enforcement Mutual Aid Response Team comprised of the Whatcom County Sheriff’s Office, Bellingham PD, Ferndale PD, Lynden PD, Lummi Nation PD and Washington State Patrol. In addition, law enforcement personnel from multiple agencies stepped up to support initial response, including: Redmond PD, Mill Creek PD, Monroe PD, Everett PD, Kirkland PD, Blaine PD, Skagit County Sheriff’s Office, Skagit County Inter-Local Drug Enforcement Unit, Snohomish County Sheriff’s Office, U.S. Customs and Border Patrol Air and Marine, Homeland Security Investigations, Federal Bureau of Investigations and the Drug Enforcement Administration.

UPDATE: The WCSO later identified the suspect as Jesus Penuelas-Agramon. He had provided false identification at the time of his arrest.
