Both lanes were reopened to traffic by 6:45am.
WSDOT officials say the last 4 miles of the Mount Baker Highway (SR542) will be temporarily closed next week.
The lane closure is needed while a contractor works on a private development on Dewey Road.
The semi-truck was northbound on I-5 when the driver fell asleep.
The study is looking at options for pedestrians, bicyclists and those using mobility devices to travel.
The closure is to allow bicyclists to participate in a hill climb event on the road.
The next closest rest areas are in the Bow Hill area of I-5, about 30 miles to the south.
