The suspect walked out of the hospital before being discharged.
The pursuit began after other drivers reported he was brandishing a hatchet and throwing garbage while preventing vehicles from passing.
Traffic eastbound and westbound on E Pole Road (SR 544) was being diverted at Hannegan Road and Everson Goshen Road.
No one was found around the apparently abandoned vehicle.
The charges were the result of multiple incidents.
Occupants of the disabled car were out of the vehicle at the time of the crash.
The 2 unrelated arrests were made by Washington State Patrol troopers and Bellingham Police Department officers.
The vehicle appeared to be catching fire and the doors would not open for troopers.
