City officials announced about 12:50pm that power had been restored to the area.
The victim had received multiple gunshot wounds and the death was ruled a homicide.
"The deceased individual has been identified as a 67-year-old male."
"We would like to hear from anyone that was in or around the park that might have seen anything unusual between the approximate hours of 2:30 AM and 6:30 AM."
This is an ongoing investigation being jointly conducted by the Blaine Police Department and the Whatcom County Sheriff's Office.
