BELLINGHAM, Wash. — According to the City of Bellingham, several private property owners and government agencies are executing a coordinated plan to clear and remediate an unauthorized encampment on private property located between E. Stuart Road, Kellogg Road and James Street.
According to municipal records, a court declared the encampment a public nuisance on September 25, 2024, ordering the primary property owner to clean up the site and granting the city permission to intervene. In November 2024, the city completed phase 1 of cleanup and fencing along the northern boundary of the 20-acre property. Phase 2 expanded fencing along a portion of the southern boundary alongside adjacent cleanup activities.
According to project documentation from the City of Bellingham, the summer 2026 phase includes the following timeline and actions:
- notice to vacate provided to encampment residents in early August 2026
- construction of site access roads following vacation of the property
- timber harvest planned for completion prior to the wet season
- continued waste removal and site cleanup extending beyond timber harvest
- site monitoring, restoration planning and long-term property management
According to the City of Bellingham, Whatcom County is coordinating outreach services alongside service providers, community partners and city support to connect residents to shelter and treatment services. The Washington State Department of Natural Resources is handling forest practices permitting for the site.
