BELLINGHAM, Wash. — Whatcom County Public Works is forewarning motorists that the intersection of E Smith Road and Hannegan Road is expected to be closed to all traffic between Monday, July 8th, and Wednesday, August 7th while construction of a multi-lane roundabout continues.

Construction continues on the Smith/Hannegan Intersection Improvement Project. To date, work has focused on importing fill materials, grading project footprints, installing stormwater infrastructure, relocating underground utilities, and installing curb and gutter. This work will continue through July 3. There will be no construction activities at the site for the holiday weekend, July 4 – July 7. A reminder that the roadway has been narrowed down through the intersection. Please use caution and obey the reduced speed limit. If flaggers are present, please follow their directions and provide all workers space.

After the holiday, the intersection will fully close 24 hours daily from Monday, July 8, through Wednesday, August 7. The general public will have no access through the intersection, and a detour route will be in place. Signs and barricades will warn travelers that they cannot pass through the work zone. This will be an active construction site; please do not attempt to move or go around the barricades.

Signed detours will be posted around the closure for east/west and north/south traffic:

  • Semi-trucks should avoid this area and use state routes like SR-539, SR-542, and SR-544.
  • East/west travelers on E. Smith can use the Guide Meridian, Axton Road, and Starry Road.
  • Northbound travelers on Hannegan can use Kelly Road, the Guide Meridian, and Axton Road.
  • Southbound travelers on Hannegan can use Axton Road, the Guide Meridian, and Bakerview Road.
