BLAINE, Wash. — Officials with the Blaine Police Department (BPD) report receiving complaints of a suspicious person and when they responded learned threats to kill people had been made. The suspect, who appeared under the influence of drugs and/or alcohol, fled to a room in a nearby hotel and refused to comply with officers’ instructions.
According to a statement from BPD, officers responded about 7:30pm on Sunday, July 20, 2025, to the 1300 block of Peace Portal Drive after receiving reports of a man stopping traffic in the road.
Officers arrived on scene and observed a man “mumbling loudly” towards people in the area. As officers approached, the man walked away. The suspect appeared “very sweaty and appeared to be under the influence of drugs and/or alcohol.” The man was seen entering a room at a hotel. At this point, police had no evidence any crime had been committed.
After talking with witnesses, it was determined the man had been walking around residences and appeared suspicious. He reportedly walked onto Peace Portal Drive and obstructed traffic while acting strangely.
The male was seen walking up to vehicles and soon left the roadway. He yelled at several residents in the 1300 Peace Portal Drive that he owned their property. The condo building residents told the suspect he did not own the property, and the male became angry. The residents told the suspect to leave the property, and he told all of them, “I’ll kill you. I’m going to come back and kill every one of you.”

US Customs and Border Protection agents and deputies from the Whatcom County Sheriff’s Office (WCSO) were requested to assist in surrounding the hotel.
A loudhailer was used to communicate to the suspect, identified as Scott Alan Collins, age 42. that he was under arrest and needed to exit the room. While Collins reportedly exited his room several times, he refused to comply even after being advised that he was under arrest. He reportedly told officers that “he had guns, was an undercover agent and had several other high-ranking titles” and police weren’t allowed to arrest him.
While exiting his room, Collins reportedly made several threats that he was going to kill a specific officer on scene. “Police did not know at that time if he had any firearms in his room or not.”
At one point, “Several less-lethal munitions (with OC [Oleoresin Capsicum is the active ingredient in pepper spray] irritant rounds) were deployed directly to Scott Collins’ person and the interior of his room. He ran back into the room.”
The Bellingham Police Department was requested to assist with their armored Bearcat vehicle and crisis negotiators. As soon as they started calling Collins to exit his room, he exited and walked out with no obvious weapons. “Two WCSO deputies who were nearby, evacuating neighboring rooms, took the opportunity and ran up to detain the suspect.”
Collins was arrested and booked into the Whatcom County Jail. He now faces a felony charge of harassment while threatening to kill and/or do bodily injury and a misdemeanor charge of resisting arrest in Whatcom County Superior Court.
As of July 23, 2025, Collins remained in custody at the jail pending being able to post a $25,000 bond or $2,500 cash bail.
According to court records, Collins has prior felony convictions in Island and Whatcom County Superior Courts for the following crimes.
- 3 counts of 3rd-degree assault
- 2 counts of 2nd-degree assault
- Attempting to elude a police vehicle
- 1st-degree theft
