WHATCOM COUNTY, Wash. — According to a press release from the US Attorney’s Office for the Western District of Washington, Sir Terrique Milam, 22, of Federal Way, was sentenced September 3, 2026, in US District Court in Seattle to 9 years in prison for conspiracy to distribute fentanyl.
At the time of Milam’s arrest in 2024, teams led by the Drug Enforcement Administration (DEA) arrested 4 people in Whatcom County on criminal complaints for fentanyl distribution. According to the complaints, the Whatcom drug traffickers were linked by phone communication and surveillance to a drug trafficking organization that included Milam.
In September 2023, 4 Lummi Nation members died of fentanyl overdose within a period of 4 days, prompting the Lummi Indian Business Council to declare a state of emergency.
According to the US Attorney’s Office, the Whatcom Gang and Drug Task Force, the Lummi Police Department, the Bureau of Indian Affairs, and the US Border Patrol Blaine Sector Targeting and Intelligence Division participated in the multi-agency investigation.

Milam was an associate of Markell Jackson, according to the United States Attorney’s Office. Wiretapped phone calls recorded Milam arranging to travel to Arizona with Markell Jackson to obtain 150,000 fentanyl pills.
Law enforcement officers stopped Milam in August 2024 as he returned from eastern Washington, locating a firearm in the vehicle, according to the United States Attorney’s Office. On October 2, 2024, law enforcement officers executed search warrants at Milam’s residence and seized 323.8 grams of fentanyl, scales, and $4900 in currency.
Over the course of the 2-year investigation, law enforcement officers seized:
- more than 846000 fentanyl pills
- 7 kilograms of fentanyl powder
- 7 kilograms of cocaine
- 29 firearms
- more than $116000 in currency
In October 2024, law enforcement officers executed search and arrest warrants across Washington, Arizona, Georgia, Missouri, and Texas, arresting 17 people.

Indictments allege the distribution organization was operated by Marquis Jackson, 33; Mandel Jackson, 52; Matelita Jackson, 51; Markell Jackson, 23; and Miracle Patu-Jackson, 25, according to the United States Attorney’s Office. Trial for the Jackson family members is scheduled for July 2027.
Other individuals sentenced in connection with the investigation include:
- Michael Young Jr., 45, of Tacoma, sentenced to 7 years in prison
- Treyvon Mitchell, 33, of Kent, sentenced to 6 years in prison
- Robert Johnson, 22, of Renton, sentenced to 70 months in prison
- Tyrell Lewis, 34, of Federal Way, sentenced to 37 months in prison
Phillip Lamont Alexander, 50, of Des Moines, entered a guilty plea and is scheduled for sentencing in November 2026, according to the United States Attorney’s Office.
According to the United States Attorney’s Office, additional investigating agencies included the Federal Bureau of Investigation (FBI), Drug Enforcement Administration (DEA), Seattle Police Department, King County Sheriff’s Office, and Homeland Security Investigations.
