BELLINGHAM, Wash. — An application for a Washington State Liquor License was filed on February 14, 2026, by the former operators of Boundary Bay Brewery, Owner Ed Bennet and General Manager Janet Lightner. The application is for a license to, among other things, serve beer, wine and/or spirits in a restaurant and to operate a microbrewery under the moniker, Boundary on State.
On February 20, 2026, an announcement appeared on the Boundary Bay Brewery website.

A Washington State business license was issued in January 2026 to Boundary on State at 954 N State Street in Bellingham (at the intersection of E Laurel Street and N State Street). This address was the former location of Time and Materials, a taphouse restaurant that closed in November of 2025.
A nanobrewery is reportedly a non-technical term relating to the smallest possible brewery operation, including single barrel experimental brewing. There is not a nanobrewery specific license in Washington state. Instead, microbrewery licensing and laws apply.
In November of 2025, Bennett and Lightner announced that 2025 would be their final year of operation at the Railroad Avenue location since opening in 1995. Since then, they have announced agreements with other venues to sell Boundary Bay Brewery beer that they continue to produce in partnership with Black Raven Brewing in Woodinville.
No opening date for Boundary on State has been announced.
