EVERSON, Wash. — First responders were dispatched to a parking lot in the 200 block of E Main Street in Everson on December 17, 2025, at approximately 12:50pm, due to reports of an injury vehicle vs pedestrian collision.
According to Whatcom County Superior Court documents, an 87-year-old pedestrian was transported to the hospital with broken bone injuries after being struck by a vehicle. Witnesses reported the driver of the vehicle, described as a black SUV, had driven away after striking the woman.
A nearby business shared security video footage showing the suspect and a passenger get into the SUV and proceed to strike the woman as she walked across the parking lot. The driver in the video was identified by a Whatcom County Sheriff’s Office deputy who recognized her due to prior contacts.
About 8am the next day, Everson Police posted a photo of the suspect on social media and asked for the public’s assistance in locating her.

According to Whatcom County Jail records, she was booked into the jail about 11:55am.
The suspect, identified as Shranden Toquitno-Carpenter, age 40, made an initial appearance in court on December 19, 2025. Prosecutors asked that bail be set at $100,000 while her defense attorney asked for her to be released on her personal recognizance. The court set bail at $65,000 bond or $6,500 cash.
As of February 4, 2026, Toquitno-Carpenter remains in custody at the jail. She faces the following felony criminal charges in Whatcom County Superior Court.
- vehicular assault with disregard to safety resulting in substantial bodily harm
- hit-and-run with injury
