Councilmembers –
Happy Friday. We will meet on TUESDAY, January 22 at Council Chambers. The Council agenda is focused primarily on land use this time around.

Item B. Consent Agenda. The consent agenda consists primarily of approval of minutes from January 2nd, approval of the January 4th payroll, and approval of the December 2018 claims run. Mayor Mutchler has nominated L. Dean Withrow to the Parks, Recreation, and Trails Advisory Board (PRTAB). Mr. Withrow has indicated an interest in becoming more active in the community and brings a wealth of professional and personal experience to the position.

Item C: Private Developments Update. Community Development Director Haylie Miller will give her monthly presentation on private development projects

Item D: Community Development Department Legislative Plan. Director Miller will remain at the podium to present the draft work plan for the Community Development Department. This year, each department will present a similar plan to the City Council. These presentations will occur over the next two months. Please keep in mind that in many cases, the work plan described by the different departments will be in addition to daily work, and as a result the work plan is subject to change. By presenting the work plans relatively early, it is our hope that the City Council and the community will gain a better understanding of the role of each department within the larger organization, will understand some of the challenges that may cause changes to the work plan, and will be able to ask questions now and moving forward.
Item E: WWU Sustainable Communities Partnership Interagency Agreement. City Staff requests that the City of Ferndale enter into a contract with Western Washington University for work to be performed through June, 2019. WWU students and faculty will work with the City and the community to identify and propose solutions for a range of issues impacting Downtown Ferndale. This is part of the City’s larger effort to revitalize the downtown core.
We have scheduled a kick-off town hall meeting for Wednesday, January 23rd at the Pioneer Pavilion. The public is invited and there is no charge. Should the City Council choose to decline to enter into the contract, the town hall meeting will still occur and Staff will develop a work plan to address the issues identified at the town hall meeting. Any nominal funds expended by WWU to-date would be paid for, and would likely be similar to the City’s normal costs for scheduling such an event.

Items F-I. Mayor, Council, Department Reports, and Committee Minutes conclude the night’s agenda.
Again, we meet on Tuesday the 22nd, following our observance of Martin Luther King, Jr. Day. This day is set aside not only to remember Dr. King and the ideals that he stood for, but it is a celebration of service as well. For members of my generation, Dr. King was in many ways the most recent “Great” man or woman, a status that he never sought, and one that at the time he both literally and figuratively had no right to expect. I hope that everyone finds a way to give back to our community. For those looking for resources or opportunities, the Volunteer Center of Whatcom County (www.whatcomvolunteer.org) provides an excellent jumping-off point for opportunities throughout the year. And please do not forget our local service groups. A partial list is below:
