Court documents reveal details about fatal Bellingham shooting

BELLINGHAM, Wash. — Two men were recently arrested and charged with their roles in a fatal shooting that occurred in the area of Meridian Street and W Horton Road on October 18, 2025. Affidavit of probable cause documents filed with the Whatcom County Superior Court detail the results of the Bellingham Police Departments initial investigation that led to the arrests.

According to the affidavits, Bellingham Police were dispatched to the area about 11:50pm after What-Comm 911 call receivers took a call from a citizen reporting hearing 6 shots fired. A Whatcom County Sheriff’s Office deputy was in the area and reported hearing the shots and seeing what appeared to be muzzle flashes.

The 25- and 26-year-old male victims were driven in a private vehicle that fled from the scene. Emergency room staff at PeaceHealth St Joseph Medical Center called 911 about 12:05am to report 2 patients had arrived with gunshot wounds, 1 life-threatening and the other survivable. Bellingham Police responded to the hospital and located the vehicle with multiple bullet holes.

Investigators examined the trajectories of each of the 7 bullets that caused the damage and struck the 2 victims. It was determined rifle caliber bullets were used.

Investigators interviewed the surviving victim and learned they had stopped their car and rolled down their windows to talk to people that had walked up to the car. 1 was said to be known to the victim and he was heard telling the other person, “It’s cool, I know him,” just before the shots were fired. The victim was not certain how many people were in the group from where the shots were fired.

Starting with the deputy’s and civilian witness accounts of people seen running from the incident and obtaining video surveillance recordings from nearby buildings, investigators were able to track the movements of 2 suspects before and after the shooting. In addition, a white bag slung carried by one of the suspects appeared to be holding a rifle sized object.

Search warrants were executed on the cellular records for the suspects phones. Those records reportedly placed both devices in the crime scene at the time of the shooting and then nearby where they were observed on video recordings afterwards.

Investigators continue monitoring the suspect’s cellular records for over the next 8 hours and reportedly tracked both suspects returning to a location near the shooting where they are seen on a video recording retrieving a light-colored bag.

The suspects were previously confirmed Sereno gang members by the Washington State Department of Corrections.

Royelio Manuel Marquez, age 19, and Alan Ramos, age 20, were arrested and booked into the Whatcom County Jail on November 13, 2025, each charged with suspicion of 2nd-degree murder and 2nd-degree attempted murder.

As of November 19, 2025, both remained in custody pending being able to post $2,000,000 bonds.
