What is on the City Council meeting agenda

We will begin Monday night at our regular 6PM start time. The agenda is varied so there should be something for everybody.

On the Consent Agenda, we have the Construction Engineering (CE) contract for our upcoming Washington Street Project. As you are aware, prior to starting a street project there is a fair amount of engineering – everything from the roadway itself to the associated water and sewer line replacements. This CE contract provides for engineering analysis and solutions during the project to address the issues that arise as the project moves forward.

The other two items on the Consent Agenda are a resolution to be sent to the State noting that we have completed the recent update to our Comprehensive Plan and a 2018 budget amendment.

The budget amendment is rather straight forward – we are removing the estimated 2018 beginning fund balances and replacing them with the actual amounts.

Following the Consent Agenda, we have three (3) presentations – the first is from the organizers of the Ski to Sea, the second is the monthly private development update from our Community Development Department and the third is an Olympia legislative wrap up from our lobbyist.

After these presentations our Finance Director, Sirke Salminen, will provide information related to the 2017 year-end financials. With the books closed and balanced for 2017, Sirke will run through the major revenue sources and compare our actual collections to our budget.

Following this we will consider an ordinance that revises (increases) our Park Impact fees. As you know, we collect park impact fees to partially offset the future cost of park improvements.

The actual impact fees are calculated to reflect both the number and cost of future projects together with the population growth anticipated in the future. In addition to increasing our fees to reflect these costs, we are also proposing to inflation-index these fees on an annual basis. As is the case for our other fees, it is thought that including an annual cost of living adjustment will ensure that our fees keep pace with inflation.

The last item is an ordinance addressing home-based businesses. Recently we adjusted our business license code to exclude small vendors who participate in craft fairs or other infrequent group events where small dollar items are sold. This ordinance will extend this exclusion to all home-based small businesses and bring parity between these two similar groups.
