
Multiple agencies including Washington State Patrol and Border Patrol responded to a report that a person at the northbound Custer rest area was the victim of a kidnapping.
According to Whatcom dispatch radio dispatches, a vehicle parked on the southbound lanes just north of the rest area was related to the person or the reported kidnapping.
Law enforcement officials could be seen talking at least one person in the rest area and a K-9 unit had was dispatched to the vehicle’s location.
The rest area remained open.

According to Washington State Patrol Trooper Mark Francis, after both parties were located and questioned it appeared not to be a kidnapping. Both parties were transported to separate locations with no charges filed.
