Passenger identified in fatal crash on Lummi Shore Drive

The Washington State Patrol (WSP) has identified the passenger who died as a result of a crash that left the vehicle he was in upside down and under water in a slough along Lummi Shore Drive yesterday morning. The passenger was Billy R. Robbins, age 38, of Tacoma Anacortes.

Robbins was a passenger in a red 1997 Honda Civic driven by Logan Carmona, age 29, of Blaine. The Honda was westbound on Lummi Shore Drive when it failed to negotiate a curve and ended upside down in the slough according to WSP investigators.

Bellingham Fire Department Assistant Fire Chief Bill Hewett said a Lummi Nation Police officer who was first on the scene pulled Robbins from the car and began administering cardiopulmonary resuscitation (CPR) until aid crews arrived. Carmona was able to get out of the car on his own.

Investigators said drugs and/or alcohol were involved and Carmona has been booked into the Whatcom County Jail charged with vehicular homicide.

Robbins identity was kept private until a next-of-kin notification could be made.
