The following is provided courtesy of Ferndale City Administrator Greg Young regarding a 5pm study session followed by the Ferndale City Council regular meeting agenda for the meeting scheduled at 6pm, Monday, August 20th.
We will begin Monday night at 5PM for a Study Session covering the efforts by our contracted architect, David Kind, to examine the overall city space needs in general and the Municipal Court Room needs in general. If you remember, we identified a new Court facility as one of our pressing needs during the last Council Retreat.
Mr. King has been working with both our police and court/probation folks to understand their space and security needs. Our current court facilities are not properly organized to maximize both efficiency and security for staff and visitors. We all can understand how our current Council Chambers is not optimum and hopefully we can start the process of replacing this building with something that will serve our needs for many years to come.
After this presentation, we will begin our regular meeting with the Consent Agenda. We have the following items under this heading:
• Appointment of Arts Commission Liaison – Councilmember Xczar has volunteer for this position.
• Resolution Setting Public Hearing for Shannon Street Vacation Request – As we heard at Committees, a homeowner has, over the last few year, expanded their side yard onto City Right of Way. They have requested the City to consider vacating this space. This resolution will not address the merits of this request but rather, following our recent Vacation Ordinance, set a future Public Hearing wherein we can hear from the public and consider this request.
Following the Consent Agenda, we will hear from our Planning Department on some recent private development activity in the City. Being the busy time for construction, there are many private developments in the works and we will hear details on a few selected projects.
After this we will hold a public hearing on some revisions to our sign code. Perhaps most significant is how the city wants to regulate signs placed within our right-of-way. In addition, the size of signage will also be addressed.
Next will be another public hearing dealing with regulations for outdoor homeless encampments. We recently addressed homeless shelters indoors – predominately at religious institutions and are now turning our attention to outdoor encampments – many times referred to as tent cities. While we do not have any currently and are not aware of any planned encampments, we feel it is prudent to have reasonable regulations in place should the need for such facilities arise in the future.
Not surprisingly, many cities have already addressed this issue, so we are able to learn from their experiences and, as a result, the proposed regulations are in line with what many other cities have adopted.
The last item is the revised Council Rules of Procedure. I would like to thank all of you who have diligently gone over our existing procedure to see what modifications are necessary. These rules of procedure are intended to make your council meeting efficient and to clearly define the various roles and responsibilities for all involved.
