The lane was cleared and reopened to all traffic about noon on Monday.
The complaint was filed April 16th and the council approved the changes during an April 24th meeting.
Significant traffic impacts are also expected on routes around the work area.
As of 6pm, WSDOT advised, "This could take a while to clear. Use alternate routes and expect delays."
The multi-lane roundabout is expected to be equipped with a "curb-separated pedestrian and bicyclist facilities."
The impacted area is located between I-5 and the downtown area in Ferndale.
The road was reportedly being reopened about 11:25am.
